Killeen - Human Resources Manager, Police Dept.
Job Description: CLOSING DATE: May 23, 2008
SALARY: $1,626.00/bi-weekly
Performs a variety of routine and complex administrative, work tasks in analyzing and administrating various components of the personnel system of the Police Department, including advising the Chief of Police on Civil Service issues. Works in liaison with the City Human Resource Department to ensure effective application of the human resources system within the organization, including classification, compensation, recruitment, selection, and of both civil service and non-civil service personnel.
REQUIRED MINIMUM QUALIFICATIONS: Graduation from a four year college with a degree in Human Resources, Public Administration, Business Management or a closely related field and two years experience in a human resources capacity; or any equivalent combination of education and experience. Must pass a background check and a polygraph test. Employee must have a valid Texas Driver's License by date of hire. Upon selection, must show proof of education.

Job Description: Under general supervision of the Assistant City Manager, the Director of Human Resources directs, plans, and oversees all Human Resources and Risk Management operations.
Minimum Qualifications: Bachelor’s Degree in Human Resources, Business Administration, Public Administration or a related field. Professional certification preferred (PHR, SPHR, etc.). Five or more years of progressive governmental Human Resources work experience (municipal experience is preferred). Experience must also include working knowledge in multiple disciplines, including but not limited to: Employee Relations, Compensation, Benefits, Strategic Planning, and Staffing/Recruitment. Two or more years of supervisory experience required. Ability to manage multiple projects, meet deadlines, prioritize and organize work assignments. Harlingen - Risk & Benefits Manager
Job Description: Plans and administers the City’s Risk Management and Benefits Program. Manages the City’s self-insured retention programs, comprehensive insurance programs, loss prevention and loss control, planning, developing, and monitoring insured and uninsured losses, insurance coverage’s and premiums, liability claims handling, placement of insurance and funding, loss prevention/control program development, and allocation of pure risk exposures. Responsible for coordinating with other governmental entities, insurance companies, and all City departments with respect to risk management activities relating to the City’s insurance program. Will conduct on-site visits of city properties on an on-going basis.
Qualifications: Bachelor’s Degree; or five years related experience; or equivalent combination of education and experience Knowledge of investigative principles, applicable City, State and Federal laws relating to job safety and worker’s compensation.
