The Texas Municipal Human Resources Association (TMHRA) is an affiliate of the Texas Municipal League and a chapter of the International Public Management Association for Human Resources (IPMA-HR)
Program Information
The International Public Management Association for Human Resources (IPMA-HR) Certification Program for public sector human resource professionals exists because human resource professionals in the public sector face situations and challenges not present in the private sector. Professional credentials provide instant recognition of skills and abilities of a professional, highly skilled, and qualified individual to current and future employers.
The centerpiece of the IPMA Certification is Human Resources (HR) Competency Training. Partnered with the IPMA Certification, Competency Model Training focuses on what it takes to succeed in public sector human resources. The IPMA Competency Model Training develops HR excellence by encouraging professional growth in areas that ensure top performance in four diverse roles: HR Expert, Business Partner, Change Agent, and HR Leader. The program consists of two parts: a behavioral component based on the IPMA Competency Model, and a training and experience rating that evaluates technical capability.
Competency Model Training cultivates 22 specific skill areas. By improving these skill areas (competencies), professionals become more versatile, valuable, and effective.
One of the major focuses of TMHRA is to provide training and learning opportunities for HR professionals. Therefore, TMHRA is offering "Developing Competencies for HR Success," as well as the written exam for certification that will be administered on the last day of the program.
- Certification is open to IPMA-HR members and non-members.
- Successful completion of a written exam is required for certification. The exam is based on the IPMA HR Competency Model Training program and includes questions on basic HR laws. Individuals will not be required to take the IPMA HR Competency Model Training program, but they must demonstrate knowledge of HR competencies by passing the examination.
- Technical proficiency must be documented on a Candidate Qualification Form.
- Recertification will be required every three years and will be based on a combination of factors, including training and contributions to the human resource profession. Remaining current with HR laws must also be demonstrated.
- The minimum qualifications to apply
for IPMA Certification are:
- MA plus 2 years of professional public sector HR experience, OR
- BA plus 4 years of professional HR experience, at least 2 years of which must be in the public sector, OR
- AA plus 6 years of professional HR experience, at least 2 years of which must be in the public sector, OR
- No degree and 8 years of professional HR experience, at least 2 years of which must be in the public sector.
The classes will be limited to 30 individuals, and you must complete the first model to attend any subsequent sessions. To encourage participation, TMHRA/IPMA-HR is offering a one-time reduced fee on the registration cost to attend the IPMA-CP Model Training for a FULL WEEK. Register by April 3, 2006, and receive the discounted early registration fee of $400 for TMHRA Members and $500 for Non-Members. For registrations received at TML after April 3, 2006, the registration fee is $500 (TMHRA Members) and $600 (Non-Members). There are no discounts to attend only one day. If you already have the Model Training and only need to take the exam, the cost is $100. While all HR professionals are welcome to attend this course, it is not an overview course on HR laws or regulations. This course requires that participants have a base knowledge of federal HR regulations that may be referred to during the course instruction.
The IPMA Competency Model contains 22 specific competencies and was developed to provide a framework for reinforcing the HR departmentŐs contributions to organizational excellence. The 22 competencies are presented in four roles for HR, including HR Expert, Business Partner, Change Agent, and HR Leader.
The model is used as a vehicle for dialogue about changes happening in HR. Twenty-two competencies form the basis of the IPMA model and are broken down within the model as applying to one or more specific new roles for the HR professional. Through discussion, exercise, and assessments, the workshop presents a new way for HR to look at itself by serving its organization in the four competency roles.
Knowing HR laws and policies is the first step in being effective in the new roles. It is a given that it will be difficult for a client to trust you as a business partner, change agent, or leader if they have no confidence in your competence as an HR Expert. The actual knowledge of the regulations, or where and how to find the answers, is vitally important as an HR tool to assist in managing resources. It is increasingly important for the HR professional to not only know the requirements, but to also understand their intent and how they can be used to solve the challenges of mission accomplishments.
While the IPMA Competency Model is an integral part of the IPMA-HR Certification, certification is also based on training and experience. The Certification Program consists of two parts: 1) a behavioral component (written exam) based on the IPMA HR Competency Model; and 2) a training and experience rating that evaluates technical capability. If you are registered and cannot attend, we encourage you to send a substitute. If you cannot send a substitute, a $45 registration cancellation fee will be assessed if written cancellation is received by April 3, 2006. No refunds will be honored after April 3, 2006.
A list of hotels within close proximity to the City of Carrollton Service Center will be provided with the confirmation letter.
