Gail Roper, Chief Information Officer, City of Raleigh, North Carolina
Gail Roper has more than 25 years of experience in IT, from the early days of COBOL programming to the Web-based world of XML today. However, her abilities as a local government IT leader are most evident at the strategic level.
In Kansas City, Missouri, Roper greatly increased the applications of technology, gaining national recognition for her efforts. Her solutions have been noted by both the Taubman Center for State and Local Government and the Center for Digital Government.
Her leadership on the soft side of technology is also widely recognized. She helps disadvantaged communities connect digitally with government and businesses, and she has been widely praised as a compassionate and professional leader in IT in the public sector.
Roper has received the Administrator of the Year award from the American Association of Public Administrators, the Black Family Technology Leader award, and the Technology Leadership Award from Public Technology Institute. She was also one of Government Technology’s Top 25 Doers, Dreamers and Drivers, and most recently she was honored as one of Government’s Five Most Influential Women CIOs.
