The Waters Consulting Group, Inc., will present base compensation trends for various employee groups during this informative session, including police, fire, executive, human resources, information technology, and water/wastewater. Presentation points will include historical data and projections for 2009. In addition, comparison information will be provided regarding historical and projected salary increases to actual/projected CPI changes and actual/projected U.S. salary increases for the same periods of time.

There will also be a presentation of the enhancements and updates to the SurveyNavigator™ Web site. Additionally, the Web site’s interface and primary features will be demonstrated.

Avoiding the Rapids: FMLA and ADA Policy Update

Sheila Gladstone, Attorney, Lloyd Gosselink Rochelle & Townsend, P.C.

An experienced public sector employment law attorney will discuss the ins and outs of the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), and the ADA Amendments Act (ADAAA). This session will help cities comply with these complicated laws and their recent amendments and understand the practical requirements of the new regulations. See the unveiling of TMHRA’s new online practice tools designed to give cities much-needed compliance assistance. Highlighted will be the new notice requirements and required forms, the new leave rights for family members of military personnel, and the ability to run compensatory time concurrent with FMLA. We will discuss what the new ADA Amendments mean to employers, as well as perennial “hot topics” such as stress-related leave, fraudulent leave, reinstatement rights, reasonable accommodation, and tips to maintain control over employee absenteeism and tardiness.

Keeping the Boat Afloat: Maximizing the Value of Your Health Plan—Value Based Insurance Design (VBID)

As health care costs continue to increase, employers are faced with shifting a greater amount of cost to employees. Most employers are unaware of the potential effects increased cost-shifting can have on participants who are chronically ill. A growing amount of research has shown that a modest increase in employee cost-sharing reduces compliance with medications and physician visits used to manage chronic illness. Randy will discuss the impacts of cost-shifting to the chronically ill, important VBID components, and empirical evidence supporting VBID.

CANCELLATION AND SUBSTITUTION POLICY

If you are registered and cannot attend, we encourage you to send a substitute. If you cannot send a substitute, a $45 cancellation fee will be assessed if written cancellation is received by May 15, 2009. No telephone cancellations will be accepted. Refunds are available for registration fees only. No refunds will be honored after May 15.

HOTEL ACCOMMODATIONS

The conference will be held at the Holiday Inn Riverwalk, located at 217 N. St. Mary’s in San Antonio. To make reservations, please call the hotel directly at 210-224-2500 and ask for the TMHRA Mid-Year Conference room block. A rate of $139 single/double per night is available until May 19, or until the block is full.

The Holiday Inn Riverwalk’s current parking charge is $14 self parking and $20 valet parking (plus tax) per day for registered guests. This includes in-and-out privileges. Rates are subject to change. The hotel garage may not be able to accommodate
oversized vehicles.
