SPRINKLER RULES
H.B. 1656, passed during the 2007 legislative session, requires cities over 20,000 in population to regulate the installation of irrigation systems (such as yard sprinkler systems) through a city permitting program carried out in compliance with rules set out by the Texas Commission on Environmental Quality (TCEQ). The TCEQ adopted these rules on June 8, and they were published in the Texas Register on June 20. The TML staff is working with the TCEQ to create a model ordinance that cities may adopt to help implement this new program. The model ordinance should be available at the end of July.
