WATER CONSERVATION REPORTING STANDARDS:
TWDB AND TCEQ RELEASE GUIDANCE MANUAL
Senate Bill 181, passed by the 82nd Texas Legislature in 2011, required that the Texas Water Development Board (TWDB) and Texas Commission on Environmental Quality (TCEQ) develop a guidance manual containing a uniform, consistent methodology for calculating water use and reporting on water conservation. The TWDB and TCEQ released the final version of this guidance manual in December 2012, available at
Cities and other water utilities are required to use the methods in this guidance manual in developing water conservation plans and preparing annual reports and five-year implementation reports. The guidance manual and methodology are designed to help water utilities complete these required reports in a consistent manner. The guidance manual is subject to revision as the TWDB and TCEQ determine that changes are necessary to improve the collection and use of information on water conservation and water use in Texas.
