PUC Begins Transfer of Water/Sewer Regulations

H.B. 1600 and S.B. 567 are bills from last session that transfer to the Texas Public Utility Commission (PUC) the powers, duties, functions, programs, and activities of the Texas Commission on Environmental Quality (TCEQ) relating to the economic regulation of water and sewer service.  The regulations to be transferred include the issuance and transfer of certificates of convenience and necessity, the determination of rates, and the administration of hearings and proceedings involving those matters. 

The transfer process has already begun, and it will continue with workshops and other meetings throughout the year.  PUC staff has asked that cities register their water and wastewater utilities in a database that they will use to notify interested parties.

Each city only needs to register one time at the following site:
