Bill Keffler

Bill Keffler is the City Manager for the City of Richardson. He has served in several positions since 1977 for the City of Richardson. These include Deputy City Manager, Assistant City Manager, and Assistant to the City Manager. His career also include Legislative Correspondent, Washington, DC and Planning Assistant, Permian Basin, Midland.

Bill has been active with various community organizations. Richardson Central Rotary Club Board of Directors, 1987 – 1998; Richardson Chamber of Commerce (Co-Chairman of Economic Development Advisory Board, 1982 – Present; Ex-officio member of Telecom Corridor? Technology Business Council, 1993 – Present; Leadership Richardson Advisory Board, 1989 – Present); Richardson YMCA (Board of Directors, 1985 – Present; Executive Committee, 1992 – Present); Richardson Junior League (Community Advisory Board, 1991 – 1992 and 1997 – 1999); University of Texas at Dallas, Graduate School of Public Affairs – Adjunct Instructor, 1992 – 1994; St. Paul’s Catholic Church (Chairman, Parish Advisory Council, 1989 – 1995; Finance Committee;1990 – Present; School Board, 1998 – Present; School Board President, 1999 – Present); and the Catholic Diocese of Dallas (Pastoral Concerns Board, 1997 – 2001; Personnel Board, 2001 – Present)

Bill has received various recognitions which include: 1986 “Alumni of the Year” by The Center for Public Service at Texas Tech University; Recognized in 1980-81, 1982-83, 1983-84, and 1987-88 by Marquis Who’s Who in the South and Southwest; 1989 as “Outstanding Civil Servant” by Richardson Jaycees; 1991 with the “Community Builder Award” by the Richardson Masonic Lodge; 1992-93 as “Citizen of the Year” by the Richardson Central Rotary Club; 1996 as “Administrator of the Year” by the Texas Municipal Library Director’s Association; 1998 with the “Samuel G. Winstead Award” for community service by the Richardson Family YMCA; and 2000 as one of the “21 for the 21st Century” by Inside Collin County Business.

Bill is a member of the International City/County Management Association, has served on the Board of Directors for the Texas City Management Association and is Past President of the North Texas City Management Association.

Bill received his Bachelor of Arts/Government from Notre Dame and received his Master’s of Public Administration from Texas Tech.

He was born in Brownfield, Texas. Bill and his wife Chrissie have five children: Abby, Joe, Sam, Ellie, and Will.
