The Texas City Attorneys Association's (TCAA) City Attorneys Responding in an Emergency (CARE) Unit was established in the wake of previous natural disasters in Texas. The program helps local city attorneys respond to a catastrophic event by providing critical legal assistance to facilitate recovery.
When a catastrophic event occurs, the immediate assistance of volunteer attorneys provides for quicker recovery of critical services and infrastructure under proper legal protocols. The CARE Unit is a resource with multi-disciplined, multi-talented, and highly-qualified volunteer attorneys who assist local counsel in properly advising city officials regarding local recovery efforts. The CARE unit is composed of members who are highly knowledgeable in municipal law and disaster issues.
