The Senate Business and Commerce Committee was charged to review several issues that may be of interest to certain city officials. 

Of interest to coastal cities, the committee made recommendations related to the Texas Windstorm Insurance Association.  In addition, the committee made recommendations related to the provision of electrical service, including methods for customers of investor-owned electric utilities to reduce electricity consumption and the continued development of wind energy.  

Finally, the committee made several recommendations regarding municipally owned electric utilities (MOUs), including recommendations that:

  • MOU generation planning remain outside Public Utility Commission review.
  • Affordability or cost-containment studies be conducted in any rate increase situation.
  • Regarding generation planning, affordability studies be used to determine what acquisition of certain resources would mean for the rates of different types of customers.
