S.B. 234 (Eltife), relating to county park beautification.  This is the so-called “blocker bill” in the Senate.  It is typically placed at the head of the Senate’s daily calendar, and requires a two-thirds vote to take up other bills after it on the calendar.  (This bill signals the Senate’s intent to be bound by the traditional “two-thirds rule” to consider bills.)   Passed by the Senate Committee on Administration.
