The League’s American Recovery and Reinvestment Act (ARRA) Web page can be accessed at www.tml.org, by clicking on “Federal Stimulus Information.” Since last week’s TML Legislative Update, the following information on the page has been updated:

  1. Community Development, Economic Development, and Housing – The U.S. Department of Agriculture’s Rural Business Program Account (which is designed to finance and develop business, industry, and employment in rural communities) and the Rural Water and Waste Disposal Programs (which are designed to assist cities and rural areas with the construction of water, sewer, stormwater, and solid waste disposal facilities) will receive funding under the ARRA, and detailed information is available on the TML Web page. (Note: the USDA suggests that eligible cities submit applications now, even though the amount of new funding is still unknown).
  2. Transportation – Additional highway funding information is available on the Federal Highway Administration’s Web site, and information is available on the TML Web page.
  3. Public Safety/Homeland Security – The Community Oriented Policing Services (COPS) Office will receive funds from the American Recovery and Reinvestment Act of 2009 to address the personnel needs of state, local, and tribal law enforcement. Applications for grants will be accepted online beginning March 16, 2009, and continuing through April 14, 2009, and information is available on the TML Web page.
  4. Environment, Energy, and Telecommunications – The U.S. Environmental Protection Agency has issued guidance on both the Clean Water and Drinking Water State Revolving Funds, and a link to that information is available on the TML Web page.

The Texas House of Representatives Select Committee on Federal Economic Stabilization Funding is conducting hearings around the state to accept public testimony on the ARRA. A meeting is scheduled for 10:30 a.m. on Saturday, March 21, 2009, in San Antonio at the following location:
